Publicación: Análisis del reglamento interno del Concejo de Barranquilla como una herramienta eficiente para la gestión del cabildo

Las Corporaciones Político - Administrativas están sujetas a la aceptación y legitimación por parte de los ciudadanos del ejercicio de control político que ejercen sobre las Administraciones Municipales; ante lo cual es importante que éste sea desarrollado de acuerdo a las necesidades reales de la población y a los cambios que se presentan en materia tanto normativa como participativa. Estas consideraciones, marcaron el interés para realizar un análisis del Reglamento Interno que rige al Concejo Distrital de la ciudad de Barranquilla e identificar cómo esta herramienta garantiza el ejercicio de las actividades de los miembros de la Corporación e incentiva la participación de la ciudadanía, "siendo el comienzo y final del proceso político, es decir, en su comienzo mediante el voto, eligiendo a sus representantes, y al final del mismo, ejerciendo tareas de control de la gestión e impidiendo desviaciones del mandato" (CEPAL, 2012, p. 34). Con el diagnóstico realizado se plantearon una serie de estrategias que se recomiendan sean implementadas para de esta forma actualizar y construir un nuevo documento que sea entendible para todos, promueva la participación ciudadana, garantice el desarrollo de las funciones de los miembros del Concejo y esté a la vanguardia de los cambios que se van presentando en el país en materia legislativa y de política pública.

The Political-Administrative Corporations are subject to the acceptance and legitimization by the citizens of the exercise of political control exercised over the Municipal Administrations; therefore, it is important that this is developed according to the real needs of the population and the changes that occur in both regulatory and participatory matters. These considerations, marked the interest to perform an analysis of the Internal Regulations governing the District Council of the city of Barranquilla and identify how this tool ensures the exercise of the activities of the members of the Corporation and encourages citizen participation, being the "beginning and end of the political process, that is, at the beginning through the vote, electing their representatives, and at the end of it, exercising management control tasks and preventing deviations from the mandate" (CEPAL, 2012, p. 34). With the diagnosis made, a series of strategies were proposed that are recommended to be implemented in order to update and build a new document that is understandable to all, promotes citizen participation, guarantees the development of the functions of the members of the Council and is at the forefront of the changes that are ocurring in the country in legislative and public policy matters.
