Publicación: Las intervenciones privadas en educación en Colombia : evaluación de una herramienta para mapearlas

Es poca la documentación que existe sobre las intervenciones (programas/inversiones) que hacen organizaciones privadas en educación en Colombia. La Fundación Empresarios por la Educación ha hecho un esfuerzo por mapear estas intervenciones en el SIIPE (Sistema de Información sobre las Inversiones Público-Privadas en Educación), pero mucho queda por decir acerca del efecto que tienen. Esta investigación aporta en la construcción de conocimiento sobre el tema, primero, haciendo una caracterización de las inversiones privadas que actualmente se encuentran en el SIIPE, y, segundo, analizando la forma en la que se ejecutan tres iniciativas y el efecto que tiene una de ellas sobre los aprendizajes de los estudiantes de primaria. Los resultados reflejan que, si bien el SIIPE es una herramienta útil para documentar las intervenciones privadas, tiene fallas en la calidad de sus datos, especialmente en el registro de los colegios. Las tres iniciativas elegidas si bien afirman buscar el mismo objetivo tienen metodologías diferentes, y procesos de selección de casos que se basan en características no observables. Finalmente, no se encontraron efectos de la iniciativa analizada sobre el puntaje de las pruebas Saber 3o y 5o.
Resumen
There is a lack of documentation about the programs (interventions/investments) that private organisations have on education in Colombia. Fundación Empresarios por la Educación has done an effort to register these interventions on the SIIPE (Private and Public Investments in Education Information System), but there is still ground to cover in terms of the impact that the interventions have. This research helps to build on the topic by, first, describing the characteristics of the investments on the SIIPE, and, second, analysing the way three selected initiatives operate and assessing the impact that one of them has on the learnings of primary students. The results show that SIIPE is a useful tool for documenting private interventions on education, but has flaws on the quality of data, especially on the treated school's recordings. The three selected programs claim to have the same objective but have different approaches, and the selection of the beneficiaries are based on unobserved characteristics. Finally, there was no impact found on the initiative analysed over the scores of the governmental standardized tests Saber 3o and 5o.
